Does he also mean that he won't prosecute theft if it includes someone, like that old lady, being knocked down, kicked, and physically injured, putting her in the hospital? How does he determine when theft goes over the line he's drawn?

His two kids go that private school at the cost of $57,000 a year. Must be Soros is paying for his kid's schooling too.
