In New Jersey you’re correct about hollow points being unauthorized for law enforcement. Probably a few other equally stupid jurisdictions too.
I had a great conversation with a Tennessee cop telling me how she preferred Hydra shocks and how well they recently worked when a fellow officer had to open a few extra holes on a perpetrator who was shooting at him.

They’re to yell “stop!” instead.

That cop should be rewarded with a huge bonus for the money he has saved the system from future court rooms, jail, feeding and housing, etc this POS would have cost taxpayers.

My only issue is whether the facts are as reported. If they are, why give the late criminal or his family a forum to whine about “trigger happy” police? Little AJ had threatened to murder someone if they didn’t hand over their vehicle, used the stolen vehicle to attempt to murder the police. He needed killing immediately. The family that bred this monster should be begging the world’s forgiveness and paying all costs for the damage he did.
