The top job at Oregon State Police has gone to Casey Codding, one of two state police troopers who fatally shot a leader of the armed Malheur National Wildlife Refuge occupation in January 2016, Gov. Tina Kotek announced Monday.
Codding, a 27-year veteran of Oregon State Police, shot Robert ‘LaVoy’ Finicum in the back after Finicum sped his truck toward a roadblock of state SWAT police and FBI agents. State police withheld the names of the two officers who fired at Finicum, but a witness let Codding’s name slip during subsequent court hearings about the shooting.
Now superintendent, Codding started as a cadet. He was promoted from lieutenant to captain after the shooting, and then rose to deputy superintendent.
“Through all of his roles, Codding held true to OSP’s mission and values to serve all people and our communities, property, and natural resources,” Kotek’s statement said.
Her office did not immediately respond to a question from The Oregonian/OregonLive about Codding’s involvement in the Malheur shooting and how it factored into her hiring decision.
Finicum, an Arizona rancher, was the spokesperson for the occupation at the wildlife refuge in southeastern Oregon that began Jan. 2, 2016.

More injustice. A truly sickening appointment.
Tina “Kotex” would be more appropriate......
I don’t much about this event. If one drives at high spped at a police road block isn’t general SOP for cops to fire on the vehicle speeding towards them? Real questions here.
Next up, Lon Horiuchi for FBI chief.
As you said...you don’t know much about the event.
There are lots of reports that can be read, but they’re all pretty much from the lamestream media which makes Finicum the bad guy. He was unarmed. They essentially ambushed him & then shot him in the back. Just another crime against a conservative.
Yes, hence the questions. Your rudeness is not appreciated but too typical of FR these days.
Hence the questions. How was he ambushed if he speeded up to ram a road Block? Just saying it doesn’t make it so either way. So are there any reports to support the ambush meme? These are serious questions and one gets back basically snark and mumbling.
Video footage where. Come on that is a serious allegation.
He stuck the truck after driving it off the road. He got out of the truck and distanced himself from the other occupants to avoid them getting hurt.
The cops claim he was reaching for a gun - but he was shot in the back as he was standing still, complying with orders. He was basically murdered. On camera.
“How was he ambushed if he speeded up to ram a road Block?”
His vehicle got stopped, and then he exited the vehicle and started running away from the vehicle, not putting his hands in the air or following orders, and he got shot.
I guess that’s an “ambush” to a lot of FReepers who thought these protesters could do no wrong. How everyone else who was in the vehicle and who stayed in the vehicle and complied with police orders managed to survive this “ambush” is a mystery to ponder.
He had permission to speak from a sheriff.
They let him bleed out, not even letting his daughter hold his hand.
He ran his truck into a snow bank, stopped and the OSP fired at the truck, hitting it.
Lavoy got out and had his hands up when he was shot in the back.
They then shot dozens of rounds into the truck, occupied by a woman, a 12 yr old girl and a man, all unarmed.
Lavoy did have a pistol in his jacket pocket.
They have a great video of what happened and, IMHO, clearly shows that the cops/feds started shooting first.
And, if I’m not mistaken, OSP tried to do an investigation but the FBI pretty much decided not to cooperate, up to and including, tampering and destroying evidence.
And, unbeknownst to to the feds/cops, they had video from inside the truck as well.
And don’t leave out the FBI SWAT guys shooting, either.
Thank you. That sounds like buck fever.
