At first, Joe-blob identified the object first, then shot it down (long after he should have, and the spy damage was already done), then for the others, he decided to shoot first, then identify them later.   That is reminiscent of the old "you have to vote for the bill first, in order to find out what's in it".

(On Tucker's show tonight, he mentioned that there are (so far) unverified rumors going around which claim that a least one of those shot-down balloons was a US Weather Service weather balloon.)
