RICHMOND, Va. (AP) — A 6-year-old Virginia boy who shot and wounded his first-grade teacher constantly cursed at staff and teachers, chased students around and tried to whip them with his belt and once choked another teacher “until she couldn't breathe,” according to a legal notice filed by an attorney for the wounded teacher.
The incidents were described in a notice sent to the Newport News school district by Diane Toscano, an attorney for teacher Abby Zwerner, informing the district that Zwerner intends to sue. The notice of claim, which was obtained by The Associated Press through a public records request, outlines prior behavioral issues the boy had at Richneck Elementary School and troubling interactions he had with teachers and students.

From everything I’ve read, this little boy was an uncontrolable terror. That means that he almost certainly had an I.E.P. (Individualized Educational Program) which effectively tied the hands of administrators/teachers/staff to discipline him. The school is required by law to educate him in the ‘least-restrictive’ environment possible. Meaning he can’t be stuck in the special ed class all day.
At my school we had such a child. Two staff members were specially trained in how to restrain him—no one else dare touch him. Kid wasn’t evil, but every now and then he’d lose his temper, climb on his desk and start throwing things at the teacher and other students. When this happened a call would go out to one who could restrain him. Since his behavior was his ‘handicap’ he couldn’t be punished without a semi-legal hearing.
If it gets to the point that the school can no longer control such a kid, the school and district will be on the hook for paying for him to be in a place that can control him. Again, because of his ‘handicap’ this extends to 12 months a year until he turns 21—not 18. Money for his ‘special care’ takes precedence over all other educational spending. This is why administrators are reluctant to say he’s out of control.
Who are these wimpy teachers
Any adult should have no problem dealing with a 6 year old that is trying to choke them.
I have a 7 year old grandson (just turned in December) he is a very large boy.
His grandma who has a bad knee has no trouble dealing with tantrums.
If a 6 year old start swinging a belt at me I take it away from him.

This kid is 6 years old, how is he choking any adult? How is he “barricading classroom doors” as was a reported previously? How is any child that young so out of control? What is wrong with him? It seems he will need to be institutionalized for life.

I think you’re right about that. The media would be breathlessly reporting on the horrible act of racism, and how the parents were said to be white supremacists by an annonymous source. The media’s silence and lack of curiosity tells the tale. I would be shocked to find out this was done by a white boy. This also explains how the little bastard got away with choking a teacher and chasing people with his belt. God forbid anyone especially white would stomp his ass.

Good points all and a reminder that, like many other of our problems, this one originates in legislative and executive branches of government.
Looking like that teacher’s lawyers will be able to retire rich on the proceeds from the lawsuits.
This was a child that was so out of control, a parent was required to be present with him in class at all times.
The week he shot his teacher was the first time he didn't have a parent in class with him. I guess they relaxed this requirement just for a moment and look what happened.
Give him a few boosters and the problem will go away.
From what I understand, teachers and school personnel are not allowed to physically restrain or discipline a child.

If true that would explain why these teachers are afraid and or are unable to administer proper discioline.

Putting a restriction on school staff that they may not restrain a student would be foolish beyond fool hardy
Not restraining a child that is assaulting another student or a staff member is a failure to protect someone in your charge. That would be negligence.
You can not force someone by law or rules to not protect their own life or health.
I can only imagine trying to defend such a rule in court. It would not be pretty. The school had better settle quickly if they are defending such a position.
He will be … on and off. Jordon Peterson has quite a bit to say on this topic. According to Peterson, there is a small percentage of the population that is extraordinarily aggressive. When they are between the ages of two to five they essentially don’t learn to play with their peers. They become outcasts since their peers don’t want anything to do with them. By the time they are in school, they completely lack the skills to cope with others and are unable to learn. That’s the source of many career criminals.
There’s not much you can do to correct their behavior. Other children won’t deal with them in a school setting. On the other hand, if they are institutionalized, their behavior is reinforced by other degenerates.
I believe this is a result of very poor parenting. The parents need to pay a price, and made an example of what happens when parents do not control their kids.
