Assume a country that wishes us harm would use a balloon borne device to attack our power infrastructure using an EMP generating device or a conductive filament distributor. This could take out a sizeable chunk of the power grid.
Now lets assume operators are on the ground to cripple the remaining infrastructure elements not taken out by the EMP attack with a well placed rifle shot or two.
If this equals 2 then both elements of the concept have been tested within the last three months
