This does give a V.P. classification and declassification authority, but it looks like only if V.P. is the originator of the work.
It also lays out a timeline for some items to be declassified automatically if they meet certain criteria (which may apply to DJT as well as Biden).
I have to admit, it’s a bit long and I didn’t read it thoroughly.
This doesn’t excuse the fact that classified or not, Presidential records are supposed to be placed in the custody of NARA at the close of every administration.

That's the same reason military members in uniform salute the VEEP. He clearly is NOT in the Chain of Command, and there's nothing in UCMJ or the US Code requiring them to, but they salute him anyway because he acts as a direct representative of the Commander in Chief. That and the fact that the next time you see him, he might have moved up a notch on the food chain, and you wouldn't want to be remembered as the guy who "dissed" him because he was "only" the VEEP.
