Maybe we should treat the Federal Government like they did with NASA. Put each branch in a different State.
I think what should happen is the agencies should be located in cities logical to their function. Agriculture in Omaha, Interior in Denver, Commerce in New York, Energy in Dallas, etc.

My southern Pennsylvania Congressional District has been blessed for five decades by being served by Congressmen who fought the DC and Baltimore beltways and CAME HOME EVERY NIGHT.
None of them rose through the ranks of GOP leadership or won key Committee chairmanships—but they never forgot who buttered their bread!
WHY?
No, we cannot "just vote them out".
Votes do not matter. The people who count the votes matter. The system used to count the votes matters. Ballots matter, especially the procedures used to distribute and collect them. Actual voters do not matter at all.
The "election" system is all just a show. The real system is "one dollar, one vote". Six-figure contributions will get you a hearing. Regular seven-figure contributions will get your lobbyists a seat at the table when new laws are written, and the government cheese gets distributed.
I dislike Congress, and I dislike my Congress-critters. They represent industry lobbyists and government workers who sponsor them. They do not represent the general public at all. They certainly do not represent me or my interests. Almost everything they do comes at my expense. The best I can do is to be ignored by politicians. It can be harmful to attract their attention.
What they don't know won't hurt me.
And yet I still vote in "elections". It is a sentimental flaw, I suppose. I want that civil society that I was taught about when I was much younger. It seemed like a better place and voting was how we were supposed to keep it that way. My youthful indoctrination apparently stuck with me.

I think that Mr. Ellwanger makes a good point BECAUSE there is no where to go but UP regarding Washington D.C.
I once had a horse that developed a sore near the bottom of his front left hoof. The sore got worms and rot in it. In those days, we had to destroy the horse. Get it!?
Increase the House 10-fold, no pay, limit to 3 terms, if they go to the Capitol they live in dorms and eat from the cafeteria, vote from home via Zoom. Repeal the 16th Amendment, and let the Legislatures elect the Senators. Then if the Senators go bad, the House members at home can pressure the State Representatives to recall the Senator.
One, many services, but not all, can be self provided or provided by businesses. If a service can be delivered by business, it will be done because because the business can make a profit. The market determines the price, variety and quality of service.
Two, some services are not necessary. You can do without. Government should not deliver services that can be done without. Specifically, delivering unnecessary services requires forcible confiscation of your earnings to be redistributed to others while you derive no benefit because the services are not necessary to you.
Government should deliver limited, highly necessary services, with tremendous focus that cannot be profitably delivered by business. This eliminates the vast majority of the swamp, just because there is less government. Adding government employee term limits helps reduce kingdom building and the expansion of services into the unnecessary. In other words, eliminate the motivations that lead to the establishment of the swamp.
