My understanding is that a moon base was planned back in the Apollo era had recoverable water been discovered. Water was not discovered and for the 20 or so years post-Apollo, there was no point in returning.
That has changed now that recoverable water has been discovered.
Recoverable water provides an energy source once the hydrogen atoms have been split from the oxygen atom.

Well, Mr. Misinformation Accuser (MMA), lest you cause everyone to think Hasselblad camera optics and/or film (used for all Apollo “lunar” stills) just couldn’t register stars and are therefore completely inferior to Chinese optics and CCDs, show us any official NASA Hasselblad lunar photo that shows evidence of stars.

NASA proopagandistically has tried to say that fact had to do with the shutter speed used by the Hasselblads, but Armstrong and Collins also stated that they couldn’t see any, either, whether from their lunar craft windows or directly through their helmets’ visors.
