I remember when Russia first started making those claims but were unable to provide any legitimate evidence for it, and in fact provided anti-evidence for it, like claiming photos of blown up Ukrainian schools was actually in the seperatist controlled region.

Angel Merkel came out two weeks ago and, covering up her own complicity in forcing Ukraine into Minsk and undermining German security by immediately making economic deals with Russia, claimed that the agreement of Minsk was meant to buy time for Ukraine. She never said anything about "not complying with Minsk." Nor should this pathological liar and agent of Moscow be believed about her actual motivations.
