HONOLULU (HawaiiNewsNow) -- Hawaii Island police have identified the badly composed body discovered on Tuesday at a residence in Mountain View.
Officials said identified the victim as 47-year-old James Paul Phelps of a Lehua Street address, in Mountain View.
Authorities said they responded the scene shortly after 1:30 p.m. on Tuesday after police say a caller reported going to check on the welfare of an acquaintance and discovering a foul odor coming from within.
Responding officers said they located the decomposing body on the floor of the residence.
An autopsy was performed and the forensic pathologist concluded that the victim died as a result of a single gunshot wound to the head.
Police said the case has officially been ruled a homicide.
Authorities said a suspect has not been identified and the motive behind the killing is under investigation.

Mountain View is a higher-elevation area on the windy, rainy side of an Outer Island (Hawaii, itself).
I know that area, and it is an extremely rural district, with a large population of aging hippies, druggies, etc.

Between Hawaii Volcanoes Park and Hilo . Have been to Hilo ( visiting from Japan ) several times . Like it but prefer Kona .

The Hilo Hawaiian Hotel used to have a certain cachet. They had a great Sunday Morning Brunch Buffet! Downtown Hilo was charming. Used to commute between there and Kona-Kailua which, in the 90s, still had a certain flair. But now it, too, has gone downhill. When I once complained to the manager of the King Kam about a sanitary problem, he told me with a stoney face: We're a budget hotel! (They used to have a great Sunday brunch, too!)
I suppose some developments in Kohala might still be nice.

I’ve been to the Big Island a few times. Drove through Hilo after being told by locals in Kona to not stop. I much prefer the leeward side of the island.
I often wondered as a kid, what would happen if Mr. Phelps refused or failed a mission, and The Secretary disavowed any knowledge of his actions...
Talk about adding insult to injury!
Kona has better weather but it is essentially a lava rock desert. Having lived 30 years in Arizona I prefer Hilo because it is tropical green and a true break from bleak landscapes. There are a lot of great resorts in Kona though.
