I don't think she's a contender to be Trump's running mate in 2024 on the GOP ticket.
I think the implicit threat being made here is that an independent Trump-Gabbard ticket is a very real possibility if the GOP tries to screw Trump in 2024.

Friendly reminder: Trump isn’t a conservative. He’s sympathetic to conservatives, and can get much of our agenda thru, but he’s not conservative. He’s a pragmatic centrist, closest thing to “middle extremist” as one can get (ex.: “stay peaceful, or I’ll turn Beijing to glass”).
