What should be understood here is:

...that white people in authority are telling the black (underclass) when they are being insulted.
This should result in a soft pat on their hat from the offender along with an apology.
The leftist white authority then explains to the black (underclass) that they have gained stature and “progress” further out of their plight.
And, from now on, the black (underclass) should look to the whites in authority to do their thinking for them.
That’s the only way they can advance, through the ideological largesse of the white authority.
