True, instead of troops there will be chicom contractors to build ports, chicom students to flood the universities. These of course will wear no uniforms, but will still be PLA troops in civilian roles. They do it everywhere. The U.S. has one of the largest PLA populations outside of mainland china in its schools and large city enclaves with more pouring across their open southern border daily.
It actually shows weakness in the extreme. HER COMMANDER in CHIEF told her not to go, she disobeyed openly. A President of her own party, and she showed him her finger.

The US Coast Guard is part of Homeland Security. There is apparently an international effort to police or study fishing industry to counteract the Chinese worldwide effort to violate various national, various countries, fishing waters. Homeland Security has been assigned the American participation.
The Chinese poach fish where it is illegal.
I’m sure that being a neo isolationist, you find it hard to comprehend American participation in such an international effort conducted by civil rather than military international vessels. However, the Coast Guard is in fact the Homeland Security agency with the required skills and resources to accomplish the task
