Minus article V, of course. It is obvious we don’t need THAT and it is too risky to invoke. Got it.

This description is not accurate to my way of thinking.
Those pushing Article V seemed to be focused on several issues
and did not envision major changes that would change citizen’s
way of life.
The wording seems framed to scare people and turn them against
the project.
