Then why, after 15+ years of experience “with local governments in Minnesota, Virginia, South Carolina, and North Carolina”, is she taking a job at a town with a population of just over 1,521 (2020)?
Whoever hired Justine Jones is a fool. Articles say she worked in the city management biz over the past 16 years, at 4 cities. But the last 8 years of that she had her own “consultancy”. So she lasted about 2 years per employer. She sued her last one for racial and gender discrimination a few months after being fired; the suit was dismissed (i.e., either the employer paid her to go away or the case had zero merit).
Would you hire someone who drifted from job to job, had to be fired, and sued her employer? Why does a tiny townlet with only 2000 residents need a full time City Manager, multiple clerks, etc.? Should have a mayor-council system. The clerks can do the required 2-3 hours of work a day, and the mayor can sign the 20 paychecks.

It explains that she is “progressive” and started out making her authority toxic.
She sued two previous employers in the last seven years for her progressive complaints and should have never been hired.
We had a 1st Sgt change up in one of my units at Ft Bragg. It went hostile in his very first muster. Within 10 days he was gone. We refused flat out to work with him. He thought he was large and in charge. Work stopped. Readiness plunged. He was done.

Hey, who is to say that the city did not accomplish what they set out to accomplish? Maybe they wanted to get rid of the old guard, so-to-speak. Maybe the silence from folks is simply because saying Good Riddance was be impolite?
Micromanaging will do it damn near every time. I've left jobs due to micromanagement. I can put up with a total @$$hole longer than I can a micromanager and I'm betting I am not alone.

Managaing even a small town properly takes detailed knowledge, good character, and steady attention and effort that few are qualified for, including most who seek political office. And of the qualified, unless an elected Mayor is adequately paid for also being the town manager, few will seek or accept the office, so having a paid town manager is a way of keeping the office of Mayor as a part-time position open to a wider range of people.
Because the way the story is being presented it reeks of "establishing the narrative". At this point, they have basically reported the story as "white people quit because black person hired". They obviously wanted the story to imprint that way before any facts come to light.
Dunno. Assuming they work 5 day shifts, 2 on duty when the bars close, 2 on duty during the day and 1 on the evening shift, and some of those in court or gathering/documenting evidence at any given moment. The other two days of the week have no coverage?

This is not about color. I grew up and lived in rural areas of the South my entire life. Many small rural towns with majority white populations have elected black mayors as far back as the 1970’s. Some blacks are just very likeable. Some people...white or black or yellow or red or green...are just downright despicable humans. When my (white) son was in the Army most of his buddies were rural Southern blacks, rather than Northern big city whites.
It was her racist progressivism they objected to
