Not under international law it isn't. Countries have never been under any obligation to permit their own territory to be used for transit by another nation. That's beyond absurd.

The US has a vital interest in seeing that Europe's wealth and tech are not pushed under Russia's (or China's) sway. That geopolitical problem is there regardless of whoever happens to hold the White House or our own culture wars.
