Mass shootings are a result of a confluence of factors, but at the heart of the problem are guns—of which the Philippines has plenty. Firearms are sold openly in malls, and almost anyone can carry them, even priests and accountants.

For now, though, powerful social factors continue to have a restraining effect on indiscriminate violence. Philippine academic Raymund Narag, a criminology associate professor at Southern Illinois University and a former prisoner himself, says mass shootings in his native country are in part deterred by hiyâ, a Tagalog word meaning shame or embarrassment. Avoidance of hiyâ, and sparing one’s family and community from it, is often described as a core Philippine value.

What other countries do is irrelevant. There’s different cultures different laws different morals etc so comparing them to the US is totally irrelevant.

Problem here is moral decay, which is the entire lefts plan. This is what they want and it’s what they’re getting and there’s no one else to blame but them. At every aspect of Life, Liberty and the Pursuit of Happiness they want to tear it all down. They hate America and the Constitution.

Our politicians and multi-generational welfare recipients are notably lacking in shame.

Strict gun control was enacted in 1972 under the presidency of Ferdinand Marcos. Under Proclamation No. 1081, citizens were banned from carrying a firearm outside of their residences. Though, despite the government claims that this was a temporary gun control law, citizens often fell victim to door-to-door searches for firearms. Confiscated firearms were not returned.

During the 2010 election season, on January 10, a ban was implemented which completely prohibited citizens from carrying firearms into the public, with no exceptions. Off-duty police officers carrying their guns in the public were arrested for failure to comply with the law.

Two-year Licenses and four-year registration required.

Permit to carry on may issue basis.

It may be as is avoidance of hiyâ. But I am guessing an even bigger factor is the knowledge that most everyone around them is armed and likely to take down a cowardly shooter.

The first major mass shooter in American history was that dingbat at the UT Austin towers on August 1, 1966. The first three people were killed near the observation tower almost instantly. It took the perp over 90 minutes to kill the next 11 because after the initial shootings, people went to their vehicles for rifles and pinned the perp in the tower with return fire (albeit mostly amateurish and ineffective) until law enforcement could take the perp out.

Law enforcement was not trained in clearance and lockdowns in those days. The public was also not trained in those days to stand down and let law enforcement handle things.

All this despite actively hostile muslim populations in Mindanao and Sulawesi... Hiyâ does not work when terrorists are actively supported by their families. More likely, lots of guns are a deterrance. You can kill a few people, but then it’s the ones who gun you down that are the heroes in society and there are repraisals for your family, mostly extrajudicial...

My sister in law is Filipina. My in-laws ALL HAVE GUNS from the brothers, sisters, cousins etc. Believe me, I have been “offered” 38’s, 45’s and even Kimbers which surprised me.

It’s NOT embarrassment: why would you go on a mass hooting when almost everyone is packing with either a knife or a gun. Which id the obvious point they missed here..

I disagree, I think her hand is just angled so we cannot fully see but her finger is not bent. It is resting above the trigger on the guard.
