Well, Buffalo, we have a problem.
If I recall, Tops was strong armed into opening a store in that part of the city. Tops is the major supermarket in Western New York, and it is one of the few that has bars on the windows and an off duty police officer employed there as a ‘security guard’. I am not making judgements here. Just telling you some facts.
This is why we have “food deserts”. Between shoplifting and violence, grocers just don’t want to be there.
