EXPLAINER: How France’s old-school voting system works

Paper ballots tucked in paper envelopes. No absentee voting, and no early voting either. French voters in Sunday’s presidential election are using and old-school system that has defied calls for more flexibility or modernization.

As France’s 48.8 million voters are invited to choose between President Emmanuel Macron and his far-right challenger Marine Le Pen, here is a look at how the French election works:

HOW DO THEY CAST BALLOTS?

Voters make their choices in a booth, with the curtains closed, then place their ballot in an envelope that is then put into a transparent ballot box. They must show photo identification and sign a document, next to their name, to complete the process.

Machine-voting has been allowed on an experimental basis, but the purchase of new machines has been frozen since 2008 due to security concerns. Only about 60 towns still use them, out of 35,000 municipalities in France.

Last year, Macron’s centrist government tried to pass an amendment to allow early voting by machine to encourage electoral participation amid the COVID-19 pandemic. The Senate, led by a conservative majority, rejected the measure, arguing it was announced with too little notice and wasn’t solid enough legally.

Nope, Nada. Not happening here. US Leftists will certainly NOT go for an all paper vote. Oh wait, unless they can get private entities and the UPS to drop loads of paper ballots across state lines, etc. /s

Good article. The US should be voting as the French do. Ballots are secure (evidently), and there is a run-off for the highest office in the land. But of course that will never happen.

Anyway, the AP just couldn’t resist throwing in a bit of propaganda. Macron is just Macron. But Le Pen is “far-right“.

Some “conservative” states have people vote in full open environments and without privacy—no booths and people standing next to each other on Diebold machines.

I can’t believe one of the most liberal countries on earth has rejected all liberal efforts to corrupt their elections and keep them fair and transparent. That is amazing. It shows that it CAN be done.

I also can’t believe it took an AP “Explainer” to explain that to me. That’s another word that drives me around the bend, as bad as “Fact Check.” I normally reject out of hand anything that purports to “check facts” or “explain” something to me. That’s what happens when one reaches the curmudgeonly years.

They also vote on Sunday so there aren’t issues about “not being able to get out of work.”

I wish the US would make similar changes.

Pretty much how it is here in Israel—the only exception are active duty soldeirs and diplomats/families stationed out of the country that have some system in place to vote.

Paper votes sound nice, but it won’t stop a cheat. He who counts the vote thing.

Cracks me up how they say President Emmanuel Macron vs far right Marine Le Pen.

Am I to assume Macron is far left?

Their ballot system sounds good, but it takes more to accomplish a fair and accurate count. Other things to think about:

Registration system. How do citizens get on the rolls? Are aliens allowed to vote? How are the voter rolls kept current, so that the dead and gone stop voting? Are aliens allowed to vote? How do they deal with moves to new addresses in different “departments” to prevent duplicate voting? (Obviously without absentee this would be more trouble).

Counting process. Chain of custody of the ballots after they leave those transparent boxes? The US cheating seems to involve lots of multiple counting and deliberate losing/finding of ballots; games played with thumb drives the tallies are kept on; ginning up more ballots as needed for the desired results, etc. Who does the counting and how? Are multiple interests represented who have to all agree on the votes as counted? Does counting take place at the smallest possible local level?

Audits: Do the French have transparent audits? Are election processes documented with video?

Our system seems primed for failure at every turn.

Naah on the absentee voting prohibition. That is a special case. E.g., folks serving overseas need to be able to vote reliably.

Can’t take time off to vote? Tough, you don’t vote.

Electronic voting? To actually count ballots, OK if the vetting is thorough and with 3rd party witness and open source software is used. Otherwise, it is little more than a scam benefiting politicos getting kickbacks — like forcing PC’s into schools. An actual screen where you push buttons? Nope. Too much of a chance for a camera recording your confidential ballot.
Paper.

Obama totally personified the political myth that the Dims sell - CHANGE - as if mere “change” spells both “progress” and “good”. For the Dims, all you have to do is demand “change”, and it does not matter what direction or consequences will come from the “change”.

“Change” all by itself can never be a stand in for either progress or good.
