I would think they should do both because quite a few people have lived through head shots. Might be a hunk of broccoli afterwards but still alive.
I would think a garage and running vehicle would be as good as anything as far as being humane. Gas chamber is too Hitleresque.

No, the condemned person lies face down on the edge of a platform, with a locking brace over the neck, and a basket to catch the head underneath.
