Its a proper Spanish surname (apellido), so it could pop up anywhere in our former empire. I’ve never heard of it in the Philippines, and it isn’t on the famous “Claveria list” of apellidos the then-governor of the Philippines gave out when he made all the natives adopt surnames. It seems not uncommon in Mexico so my guess is the poor girl was Mexican (a proper Chicana).
