Rachel Bovard never bothered to read the actual organizing resolution. It clearly States that tied nominations can be discharged to the floor, and all prior rules related to such nominations remain in effect (including the 50+1 vote rule for judicial and executive branch nominees.)

She’s toast in her primary if you believe the polling. She may try another write-in, which this vote tends to suggest is her plan by trying to swing enough Democrats. That appears to be her only path.
