Everyone is focusing in the Climate Change portion of the rule and ignoring the even worse portion of the rule that allows any pipelines or facilities to be banned based on how they supposedly affect "environmental justice communities."

This is an entirely subjective standard that allows any project to be blocked if the correct people object to it. In practice, it will mean that no project can be completed without payment of whatever amounts that the leftist groups complaining about it are able to extract. Welcome to the third world.
