I always figured our gang problem would quickly devolve into a local warlord problem.
I speculated they would then organize units to raid and terrorize sub-urban and urban “resources”.

The most essential commodity that is in short supply in cities like Philadelphia is common sense, and that's been in short supply there since -- Philadelphia elected its last Republican mayor in 1952 -- so 70 years, or so.
