I speculated they would then organize units to raid and terrorize sub-urban and urban “resources”.

If I were an enemy of the USA, I would be working overtime on hacking and crashing the EBT system. Easiest way to stir up massive domestic unrest.
They’re not capable of organization on any sort of serious level. No impuse control, base emotions drive their actions and they in fight and can’t collaborate. It’s true the world over.
