They don’t need any republican votes. It only takes 51 and Harris is the tie breaker. But Romney and a few others will vote to confirm anyway, but those are just extra.
All 50 states can decertify and it won’t make any difference. It’s great to do, but has no legal ramifications as to who is president. It’s political and not legal.

Anyway, since this has the complete stench of a totally pre-approved package, right down to Miotch agreeing to slam dunk, so I'll put the number of GOP Senators to confirm at +/-15: Bishop Dullard, Collins, Shelby, Murkowski, Burr, Portman, Lee, McSally, Crapo, Barrasso, Daines, Scott, Perdue, Gardner, and Miotch.
The replacement will get at least 70 votes.
