This HAS to be satire. Otherwise it is simply insane.
I believe the author is giving us a little wink with that. But sometimes the only difference between satire and extremism is who is stating this. If this was from the Babylon Bee I would be laughing, but a recent Bee article blew out my satire detector so I'm not sure about this.

I think this is satire. The guy is trying to show the absurd extremes that some people justify on the basis of equality.
