They should refuse to train (officially) and compete until this known cheater is booted from the team. It should be presented always as a matter of good sportsmanship vs. cheating. Known cheaters should never be tolerated on any sports team (well . . . except in the pros).

Do that two or three times especially at competitions and if it isn’t solved, let it remain a one man girls swim team. Make the first walkout at a competition meet. The university will lose much face to other schools. Everyone will know. Shame the University with the silent boycott.
