There’s nothing that prevents Catholic Charities from processing adoptions for Catholics. They just won’t get paid by Caesar for it.
All adoptions in all 50 states are heavily regulated. The home study alone requires all sorts of jumping through hoops. This has nothing to do with state subsidies.

If a Christian family adopts an orphan from another Christian family in the same community, who is going to “regulate” them?
The home study alone requires all sorts of jumping through hoops.
Imagine that … state-regulated “home study” about raising children. Is there a similar home study program that teaches people how to take a dump?
