The numbers are coming from either the Secretary of State offices or accumulated from the County Clerks... it just depends when the last time they calculated them... they all eventually go into the same box.

The “100%” of votes in are “Projected” - whoever this guy is.
I hope he’s right, but his “projections” aren’t facts.
