When this was first posted yesterday, no supporting information was provided, so I paid little attention to it. Today there are some pictures which serves to add credibility to the story. In one picture Biden is in a dark suit, black it would appear. In the second he is in a blue suit. It looks like he has on the same shirt and tie, but the lighting on the tie may make it appear different.

why the change of suits? Possible (probable?) answer: the story is true.
