At the risk of stating the obvious, this means that (1) everyone must own a cellphone, and (2) never be more than 15 minutes away from a mandatory report of their whereabouts to the government. But hey, it’s only for the duration of the permanent emergency.

And those who have no cell phone?
Just don’t pay your bill—for sure....

I wonder if they will issue smart phones to people that don’t have them, or just force them to buy them.
And how about people who live so far in the outback that they don’t have cell service? Make them move to a city?
