This does not pass the smell test. Even if BidAn was an idiot, his admin would not act idiotically.
The only explanation for the total incompetence is it is deliberate. The goal being to ease BidAn out, and Caballa (or, alternatively, Pelousy) in, so that they can demonstrate their orchestrated incompetence as well.
Trump told us before "leaving", that the 25th would bite BidAn.
