Fact check: Arizona audit chief baselessly raises suspicion about 74,000 ballots

(CNN) - Arizona's Senate held a Thursday briefing on the ongoing Republican-initiated "audit" of the 2020 election in Maricopa County, where Joe Biden outperformed Donald Trump by enough of a margin to win the state.
The review is being conducted by Cyber Ninjas, a cybersecurity firm that has no experience in election auditing. And the company's chief executive officer, Doug Logan, made some Thursday claims that were immediately called into question by the county and independent experts.
Logan said that door-to-door questioning of Maricopa County voters is the "one way" the auditors could determine whether what they are seeing in the elections data are "real problems" or "clerical errors of some sort." "For example, we have 74,243 mail-in ballots where there is no clear record of them being sent," he said.

Facts First: There is no evidence of either fraud or any significant error with these ballots, and certainly not "magically appearing ballots." Both Maricopa County and outside experts say there is a simple explanation for the gap Logan claimed had not been explained: the existence of in-person early voting. Contrary to Logan's claims, the ballot lists he was talking about include not only mail-in ballots but also ballots cast early in person.

What they’re saying is this -— the requested-ballots list stops getting updated 11 days before Election Day but the submitted-ballots list continues to get updated until the day before Election Day.
I am not sure I understand this explanation. This is a very convoluted analysis. WHY would they updated the submitted ballots list but STOP updating the requested ballots list?
It makes sense, but it supports those being fake votes, it doesn't explain their existence! Submitted ballots should follow requested ballots - how can a ballot be submitted if it was never requested? You can always have a lower number submitted, but impossible (outside fraud/error) to have a higher number. If the cut-off date for requesting ballots was 23OCT, then it makes sense to stop updating that total, because it should be staying the same. Whereas submitted votes can come in for days after, so that total should continue to increase for longer.
What I don't get is that they're supposedly mail-in votes, but the explanation is that they were in-person early votes that were added as mail-ins, yes? If that's the case, then early-voting for in person should show a total that comes up 74M ballots short of what that number should be, but I haven't heard anything about them missing thousands of ballots!

The claim is the 74K were received but never mailed out. The county says that's because they were early voted in person so of course they weren't mailed out.
No one is claiming they were never printed or dispersed.
So does the county claim that the in-person early voting is short those same 74M ballots? Or does that total line up, and these ballots really are 'extra'?

There are people making that claim, specifically ballots being sent back that weren't initially dispersed.I'm pretty sure they're saying there were 74K more ballots received than were mailed out.

Or does that total line up, and these ballots really are 'extra'?The auditors aren't saying any ballots are missing - that would be huge news. They're saying more ballots were received than mailed out. The county says those extra ballots were in-person early voting.
That sounds plausible but it has to be squared against the in-person voting numbers the county originally reported. I'm assuming the auditors will do that.

Nobody has any experience in election auditing. It doesn’t come up. A firm that specializes in election auditing and only election auditing would go broke very fast.

CNN’s experts should have watched the hearing. The ballots in question have an EV32 request form and those have a signature of the person requesting the ballot. When the mail in ballot is counted an EV33 form is produced to match up. Normally there are more EV32s (request) than EV33s. There are 74,000 voted EV33s without EV32s (requests). Doesn’t matter if they were in person or mailed. There is no logical explanation except fraud.

I read this article yesterday and still don’t know what the hell CNN is trying to say. It seems that they feel if they say it’s baseless, then follow that up with a bunch of circular logic and innuendo, then the conclusion is that the fraud doesn’t exist...
...or something.
