The claim is the 74K were received but never mailed out. The county says that's because they were early voted in person so of course they weren't mailed out.
No one is claiming they were never printed or dispersed.
So does the county claim that the in-person early voting is short those same 74M ballots? Or does that total line up, and these ballots really are 'extra'?

They're saying more ballots were received than mailed out. The county says those extra ballots were in-person early voting.
That sounds plausible but it has to be squared against the in-person voting numbers the county originally reported. I'm assuming the auditors will do that.
