Venomous spitting cobra on the loose in Raleigh
Venomous spitting cobras aren't native to Raleigh, or North Carolina, or the United States, or North America. The idiot who allowed his dangerous pet to get loose needs to pay for all damages, and all of the expense needed to find and remove this snake. I'd also add a $1000 fine for being an idiot.

What type of person owns a spitting venomous snake. Snakes, lizards, turtles and other reptiles aren't pets. Anyone who has a snake as a pet should be watched closely. Sadists who love to watch snakes devour a mouse alive has a twisted mind.

If they don't come when you call, let you pet them (a pet) and so on what good are they?
None. They belong in a Zoo as do the owners

Importing or owning non-native venomous reptiles should be illegal, especially in temperate places where they could survive and spawn. Only zoos should be allowed to have them. I’m usually a libertarian about what people keep in their homes, but this is a potential disaster if they get loose and and can reproduce. The python problem in Florida is bad enough, no need for new venomous species. People need to get some common sense.

A friend that spent time in Thailand said they used to shoot at them with a slingshot.
Using hex nuts for ammo that made a distinct sound, the snakes would strike at and sometimes hit the hex nut.
Not fatal to the snake, but you could get a bigger slingshot.

Add a special rider on their home/renters insurance to cover said expenses in the event of an escape.
Imagine the lawsuit if someone is killed or injured due to the owner’s negligence.
Premiums would be high I would expect.
