"Certification" by the President of the Senate is not part of the process. The sitting VP, other than as the presiding officer over the Special Joint Session where the votes are exhibited and enumerated, has no role other than to rule on properly formed (signed by one Senator and one Member of Congress) objections, which ruling has always in the past consisted of referring them to the floor, which Pence did, where the objections were defeated (overwhelmingly).
