That’s debatable. We are now getting into uncharted territory. The Constitution is silent on these matters, but the Constitution gives States pretty much open authority on matters not specifically granted the Federal government. I suspect at some point SCOTUS will make a determination when the right case gets before them.

Here is a fact for you. The PA administration, and a couple other states as well, violated the US constitution when their legislatures allowed the Judicial and Executive branches to change their election laws.
The whole election is null and void.

Antrim County elections are run by Republicans. As a matter of record every single precinct captain save one is a Republican. You can bet that Republicans only count legal ballots.
In fact, a Republican Tom McMillian State Board of Education member noticed something funky election tuesday evening with the school board elections and called the Republican County Clerk Sheryl Guy wednesday morning. She agreed that there was a severe problem with what they reported, called the SoS, retracted their election results, and began investigating what caused the problem.
