The Senate on Tuesday voted 68–32 to approve a sweeping package of legislation intended to boost the country’s ability to compete with Chinese technology, as Congress increasingly seeks to take a tough line against Beijing.
The bipartisan measure authorizes about $190 billion for provisions to strengthen U.S. technology and research—and would separately approve spending about $50 billion to increase U.S. production and research into semiconductors and telecommunications equipment.
The names of bills are always the exact opposite of what they actually do.
This one will be no different.

The tech sold by the Clintons is now over two decades old. It doesn’t have a lot of bearing on the current problems, such as China’s insistence on keeping rare earths in-country and our refusal to mine rare earths here.
Most of the companies’ home is now China - most of our US-centric tech manufacturers went bust or got bought by China. We don’t even have any chip fabs in the US capable of less than 10-14nm chip manufacture when the current standard is 5 and heading for 3. This is due in part to what you mention but also due to incompetent US management.
So if “they” go home, there still won’t be much of anything made here.

Great corporate subsidies for big companies like Intel. Look up how much Intel spent on stock buybacks or executive bonuses instead of building in America. Jokes on the citizens as corporates basically get a giant bailout to do what they should have done if they weren’t such Woke Globalists.
