This plan is all part of Obama’s third term. He was on the verge of closing it in 2015, but the Bengazi Raid in 2012, followed by Syrian conflicts were distractions and threw him off his game.

It would be a great place to retain illegals instead of bussing them to Tennessee or Michigan. That would make it easier to ensure they show up for court dates and quarantine the ones with diseases.
And leave the gate to Cuba open in case they want better health care. One way only.
