WASHINGTON (AP) — Police locked down the U.S. Capitol on Friday afternoon after a report of gunshots in the area.
U.S. Capitol Police say all Capitol buildings were being locked down “due to an external security threat” and staff members were told they could not enter or exit the buildings.

When I saw elsewhere that the perp came out of his car waving a machete I knew the likely background of the perp would be as you saw.

It's not quit settled science.
They are clearly not "military," but whether they are not considered "civilians" depends on who you ask as well as the context/environment (i.e. on the battlefield in a war or not, in a law enforcement situation, etc). Many (most?) take an oath to defend the Constitution of the United States, and to their state Constitutions against enemies both foreign and domestic. Many of their oaths are similar to the military in that regard.

Gunfire in DC was never an excuse to lock down the entire Capitol before. Seems to me, just from observation, gunfire in DC is pretty common. Except, none of the Jan 6 protesters fired a gun even though at least one was shot dead. By the police.
