There can be no government requirement for Vaccine passports. But private requirements can be imposed , say by restaurants, corporations etc.

The last statement is a work around. Private companies like Big Tech can ban, censor to their hearts content but they are not the government. Endorsed, by and approved by said government but because it’s “private” they get around them pesky HIPAA laws. So they will get private companies to apply these passports or passes with their backing and or cash.
You’re right, government cannot mandate these experimental vaccines. While the manufacturers of the medicines have been granted immunity from lawsuits seeking remedy for bad outcomes, any organizer or company will NOT have that immunity enjoyed by the drug makers. No doubt a serious injury will impel the patient to sue the company that compelled them to accept the experimental inoculation.
