Most definitely, the Chinese Navy has little experience, untested hardware, flimsy ships and would lose bigly if fighting the Japanese Navy. Japan has over a century of naval experience against superpowers (Russia, etc.).
I would love to see Japan hand China it’s ass.
The PLAN could build 500 ships in 2 years and overwhelm the near Pacific and those islands. The Japs would lose a war of attrition.
