Sharon Smith has to plunge her toilet to get it to flush. On rainy days, wastewater spills into her yard from nearby drainage ditches. Twice in the last year her house has flooded, leaving behind the sickening smell of sewage, she said.
Her carpets are ruined, the floorboards are buckling, the bathroom wall is pulling away from the tub, she said. In the laundry room, the worst-hit part of the house, the smell of mold lingers. “I want to move, because this flooding is ridiculous,” said Smith, 59.
For decades, residents of Centreville, a nearly all-Black town of 5,000 in southern Illinois, just a 12-minute drive from downtown East St Louis, have been dealing with persistent flooding and sewage overflows. The smell of it is in the air all over town after a rain, and bits of soggy toilet paper and slicks of human waste cling to the grass in neighborhoods where children used to play on warm days, locals said. Kids don’t play outside any more. Gardens don’t grow.
Like Smith, other locals say their water tastes odd and refuse to drink from their taps, relying on donated shipments of bottled water. They worry about the long-term health effects of living under such conditions, and they say that for years elected officials and local utility companies inadequately addressed their cries for help.

Usually when towns lose an ethnic population it's a combination of factors. If a town is colonialized (to borrow a liberal word) the colonists can't expect those that were, to continue to support those that displace them.
Technically any plumbing up to and including the connection to the main, are the responsibility of the homeowner. Problems from that connection point onward is the responsibility of the utility, county or local. If the county or local is responsible, but bankrupt, and considering the land lies in a floodplain with no expectation of improvement in flooding, the solution is to either a) legislate that every landlord in the affected area equip every home with a composting toilet so there is no sewage flow into the wastewater system; or b) to exercise imminent domain, buy out the homeowners, condemn the affected parts of the town(s) and relocate renters.
I know of one municipality that wouldn’t raise their water/sewer rates for YEARS, while the system was neglected. Neglected to the point that they were losing 300 gallons of water a minute and busted pipes had roots growing into them from vegetation 30 feet away.
Then they had to jack the rates way up to make repairs.
What they should have done is raised the rates gradually and done the repairs and maintenance instead of waiting years.

He never accomplished anything (except to blame whitey), and was beloved by the black community; he kept getting re-elected until he had a problem with cocaine. Even then, he made it back to politics as a Council member. Worshiping constituents attended his funeral.

They take our rate payments, and spend every bit of it on
the day to day stuff.
It seems like they don’t invest in new equipment, or upkeep.
Their budget should have a percentage set aside for these
things. 5.00%, 15.00%, whatever it takes. Then as time
goes by, rates will be affected by market dynamics, but
it shouldn’t be a real hit like what faces this
community.
Certainly spreads pathogens, but I’m sure the Asians use it all the time.

Overall this was an extremely entertaining film and hilarious throughout. We follow a Chinese man who is attempting to construct a 250+ km road in the Democratic Republic of the Congo. The only thing he is equipped with is a bunch of inept African workers.
That's both ridiculous, and a rather disgusting thing to say. The citizens of a city - regardless of their skin color - aren't supposed to crawl into a sewer system and perform repairs themselves.
The obvious problem is that the tax base has collapsed, and they lack the tax base to pay to modernize/repair that sewer system. That can be tremendously exoensive. It says that much right in the article, and it is common sense as well.
Im a licensed sewage treatment plant operator and the tomatoes do grow azs big as cantaloupes around a sewage plant

My guess is, it’s because there’s only 5000 people in Centreville, so neither the local govt nor the county nor the state gives a fig. TPTB could put all of them in a single hi-rise in St. Louis and not even notice them ever again.
