Sharon Smith has to plunge her toilet to get it to flush. On rainy days, wastewater spills into her yard from nearby drainage ditches. Twice in the last year her house has flooded, leaving behind the sickening smell of sewage, she said.
Her carpets are ruined, the floorboards are buckling, the bathroom wall is pulling away from the tub, she said. In the laundry room, the worst-hit part of the house, the smell of mold lingers. “I want to move, because this flooding is ridiculous,” said Smith, 59.
For decades, residents of Centreville, a nearly all-Black town of 5,000 in southern Illinois, just a 12-minute drive from downtown East St Louis, have been dealing with persistent flooding and sewage overflows. The smell of it is in the air all over town after a rain, and bits of soggy toilet paper and slicks of human waste cling to the grass in neighborhoods where children used to play on warm days, locals said. Kids don’t play outside any more. Gardens don’t grow.
Like Smith, other locals say their water tastes odd and refuse to drink from their taps, relying on donated shipments of bottled water. They worry about the long-term health effects of living under such conditions, and they say that for years elected officials and local utility companies inadequately addressed their cries for help.

I have been in Centreville. It lies between Cahokia and East St. Louis, Illinois, in what was once the capital city of the nation of Kahokia, a pre-Columbian metropolis of the Choctaw people, around the year 1000 AD. It prospered for a while as a major trade center between the Aztec empire centered mostly in Mexico, and the woodland tribes that were in the Ohio river valley, and reaching their trade routes as far as the Iroquois Confederation of what is now northeastern US.
But eventually they outstripped the capability of supplying their own internal needs to support that city, and the trade enterprise collapsed, and the tribes that made up the nation dispersed. The remains of that empire can be found in the Cahokia Mound still preserved today, which was mostly a religious location and burial ground.
The area was rediscovered by the early Spanish and French exlorers, and along with the City of St. Louis, became an extensive trade center again. The East St. Louis, Belleville, and Cahokia area became a center of industry before the First World War, with manufacture of gunpowder at Olin Corporation founded in East Alton, IL by Franklin W. Olin, in 1892, and the Obear-Nester Glass Company was established in 1894 in East St. Louis. Both these industries were highly unionized, and when the demands for the products of each of these companies were called upon for increased production, those unions struck for “more decent” wages and working conditions, management at both companies brought in rural blacks from the rural South to break the strike. The upshot was that the majority of the white population left the area, or retreated to enclaves like Belleville and Granite City, and the area became almost entirely black in East St. Louis and Centreville, now among the poorest municipalities in the entire US. While the munitions and glass were originally in great demand, the demand largely evaporated after the First World War, and was almost extinguished in the Great Depression of the 1930’s, a blow the area never recovered from.
I think what the OP is *trying* to imply is that: if white residents still lived in the area, the city would care that the sewers are backing up i.e. its racism against the black residents. However, as posted elsewhere on this thread, the city government is all black as well, so the argument is invalid.
Your postulate is the actual reason, but the woman in the OP that’s complaining lacks the comprehension to understand this, and the author of the OP article doesn’t dare even hint that this might be the reason.

I HAD black folks living on both sides of me. To the right he was from miami, she was from N.C. the just walked away from the house and let it get repossessed. Oh yeah, and they weren’t married but she had kids from a previous marriage. A flipper bought the house in a short sale, during remodel he told me it was by far the nastiest house he’s ever bought.
In contrast the family on the left emigrated from Ghana West Africa to the U.K. and then here to Fla. The home and yard are immaculate. The parents are both in the medical field...the daughter graduated nursing school, the oldest son is in college studying cyber security and the youngest son is in middle school.
It’s been an interesting study to be sure...and not too surprising actually.
