The National Guard Bureau is working on a plan to call for thousands of volunteers from the 25,600 Guard members in Washington, D.C., to remain on duty in the city until as late as mid-March.

Ask? I don’t recall ever having been “asked” to do anything while wearing a set of dog tags. Maybe the National Guard is different.
Why would they need to stay. Expecting fallout from laying people off and the Impeachment trial to come?

National Guard have regular jobs, and those jobs can be put in jeopardy if they deploy too often or too long.
Bring troops home from overseas and deploy those. House them in nearby military bases (DC has a bunch). Or put up cots in the various Smithsonian museums.
And when the end of March comes, they can extend it further and then establish a permanent Washington, DC garrison. This is a military occupation of a conquered country’s capitol.

Governors from red states, declare mission accomplished. Inauguration’s secured. Bring all troops back home. If Biden wants troops from blue states to continue with the occupation of D.C., then thats on him.
There was a sci-fi movie many years ago and in it Washington, D.C. was wiped out by an asteroid or comet, or a spaceship from some other galaxy. The theater audience cheered when it happened!
