Mossad might have wanted him killed, but they wouldn’t have sent a team to fight it out on the streets of Tehran. This was a governmental power struggle within their own ranks. Mossad has much subtler means to get someone and we have rods form God.
No on the ground “terrorist” teams.

A terrorist is someone who commits violent acts not primarily for the consequences of the act itself (e.g. blowing up a bus of school kid) but for a near or long term political or strategic effect it has because of the response to it.
I suspect this was not an act of terror to instill fear in the Iranian people or government, but a targeted attemtp to assassinate a man who was a valuable Iranian asset. He just as easily could have been a nearly completed nuclear power plant.

I try not to read between the lines on any sort of Iranian press release - but they didn’t blame Israel. Instead, they blamed “armed terrorist elements”.
