None. That was the doing of the PA Supreme Court and SOS Kathleen Hochevar. It's why Trump has a Constitutional issue to argue.

Now, the Republican PA Legislature DID vote to make vote-by-mail easier in October, 2019 and to date none of them have given a straight answer as to WHY.
