I don't claim to be an expert, but it reads to me like the Senate, meaning McConnell, can decide when to "open all the Certificates". I don't see a hard date for doing this the way the inauguration is fixed.

Jim, this is so correct and the point I’ve been trying to make for weeks.
My great concern is that the Trump legal team failed weeks ago to develop a winning strategy. Finding that “35,000 votes were added to Biteme” in PA doesn’t overturn that state. Is it enough to get a court to order an audit? Maybe, but the PROOF has to be that this occurred not once, but 15 times.
Affidavits will get you into court, but by themselves they are not “evidence” until the person swearing the affidavit is cross examined under oath in a court of law.
The PA case only applies to PA. I have yet to see-—anywhere-—a 14th amendment case being made here. Evidence of 2,000 illegal absentees here, or 3,000 double-counts there won’t turn over an election.
IMHO, the team should have started BEFORE the election laying the groundwork with state legislators for a 14th amendment argument based on widespread fraud “of all types”.
I fear they haven’t done that. Allegations of a CIA program “may” be true, but until they are proven they make the attempt at proving fraud even more insane looking to state legislators.

Well, yes. Let me try to explain it to you.
A) There may have been fraud by introducing "bad ballots" into the Election counting centers. This of course is not done by the Dominion Voting Systems, but rather by "bad actors".
B) There may have been fraud by the Dominion machines manipulating the counting of the ballots, which at this point would include the "bad ballots".
B above has been conclusively shown to be false. Even the Trump campaign obliquely admitted this when they said the hand recount audit would come out exactly the same as the original counting because the "bad ballots" would still be counted. Note, that is "A" above and needs to be proved. But that has nothing to do with "B" above, which has been disproved.
Others have said this, but Trump knew the fraud was coming & told us so. Trump is a brilliant strategist and tactician.
So it stands to reason that he would have everything in place to catch the fraud with irrefutable evidence.
Why have we not heard this? Probably tactics. Don’t play your hand until the time is perfect.
So I’m hoping & waiting for the hammer to drop, the big reveal - but I would think it should come through the DOJ and FBI. But we know they are corrupt. So maybe the DOD holds the cards.
